The State Council has approved Changzhou’s national territorial spatial plan for the period 2021-2035, as confirmed in an official response released on January 16.
According to the response, by 2035, Changzhou must ensure that the total area of cultivated land remains no less than 1.2608 million mu (approximately 840,533,333 square meters or 84,053 hectares), while the designated ecological protection zone, or "red line," should cover no less than 346.1 square kilometers.
To build a territorial spatial system that aligns with the new development paradigm, Changzhou is encouraged to integrate more deeply into the development of the Yangtze Economic Belt and the strategy for the integrated development of the Yangtze River Delta.
The development and protection of territorial space will be optimized in a systematic manner, the response added.
To achieve this, the city is urged to expedite the creation of an urban system characterized by regional coordination and urban-rural integration. Efforts should be made to restore ecological functions along the Yangtze River and advance comprehensive governance of the Taihu Lake Basin.
The city is also tasked with meeting the spatial needs of modern urban agriculture, optimizing its functional structure, and improving spatial layouts. Additionally, priority should be given to ensuring space for advanced manufacturing and the development of science and technology industries.
Changzhou should enhance both external and internal connectivity through multi-directional links and multimodal transport, aiming to create a safe, convenient, green, and low-carbon urban transport system.
The circular further emphasized the importance of highlighting the natural and cultural features of both urban and rural areas in Changzhou. It called for strengthening the space protection mechanisms for cultural and natural heritage sites, particularly the Grand Canal world heritage site in its urban area, and red cultural heritage sites that honor the historic journey of the Communist Party of China.
