Jiangsu introduces guidelines to boost manufacturing innovation centers

The Jiangsu Provincial Department of Industry and Information Technology has recently released the Guidelines on the Development of Manufacturing Innovation Centers in Jiangsu (2025), aiming to establish a comprehensive and high-efficiency technological innovation system.

Aligned with national directives from the Ministry of Industry and Information Technology while addressing Jiangsu’s industrial needs, the Guidelines prioritize the establishment of innovation centers across 16 advanced manufacturing clusters and 50 key industrial chains. Each field will have at least one center, with additional centers permitted once existing ones mature.

What Are Jiangsu’s Manufacturing Innovation Centers?

These centers are new-type innovation platforms registered within Jiangsu, jointly initiated by companies, universities, R&D institutions, financial entities, and industry organizations. They operate under a “company + alliance” model to drive industrial innovation.

Key Requirements for Establishment

  • Leadership: Multiple leading companies in the relevant industrial chain must participate as shareholders.
  • Funding: A minimum initial investment of RMB 30 million is required.
  • Collaboration: The innovation alliance must integrate upstream and downstream players, research institutions, and universities, covering at least 50% of Jiangsu’s major national-level innovation platforms.
  • Infrastructure & Workforce: Each center must have an independent operational facility and no fewer than 50 full-time R&D personnel.
  • R&D Commitment: Prior-year R&D expenditures must make up at least 30% of total costs.

Performance-Based Support & Supervision

  • Annual assessments will grade centers as Excellent, Good, Qualified, or Unqualified.
  • Top-rated centers (Excellent/Good) will receive priority funding, project support, and policy incentives.
  • Unqualified centers will have one year to rectify issues; failure to meet standards afterward may lead to adjustments in operations.

With these measures, Jiangsu aims to strengthen its manufacturing innovation ecosystem, fostering cutting-edge advancements and industrial competitiveness.
